3. Domicile Requirements

(A) Eligibility for State Quota Seats (Government & Private Colleges in Uttarakhand)

Candidates must satisfy one of the following domicile criteria:

1. Candidates who are permanent residents/domicile of Uttarakhand and have passed both Class 10 and Class 12 from a recognized school in Uttarakhand.
2. Candidates who are not domiciles of Uttarakhand but have passed both Class 10 and Class 12 from recognized schools in Uttarakhand.
3. Candidates who are domiciles of Uttarakhand but have completed either Class 10 or Class 12 from a recognized school outside Uttarakhand.

• Mandatory Document: Candidates must upload a valid domicile certificate issued by the Uttarakhand Government.
• Note: Affidavits or acknowledgment receipts will not be accepted as a replacement for domicile certificates.

(B) Eligibility for All India Quota Seats in Private Medical/Dental Colleges

• Candidates from any state in India can apply for All India Quota seats in private medical and dental colleges in Uttarakhand.
• No domicile requirement applies for these seats.

4. Special Eligibility Conditions

(A) Reservation for Candidates Belonging to Uttarakhand

• Only permanent residents/domiciles of Uttarakhand are eligible for reservation benefits under SC, ST, OBC, EWS, and other reserved categories.
• Candidates must upload a valid caste certificate along with a domicile certificate.

(B) Eligibility for Persons with Disabilities (PwD)

• 4% horizontal reservation is provided to PwD candidates who are domicile of Uttarakhand.
• The candidate must obtain a PwD certificate from a Special Medical Board constituted by the Uttarakhand Government.
• Certificates issued by any other authority will not be accepted.

(C) Eligibility for Wards of Kashmiri Migrants (WKM)

• 4 reserved MBBS seats (one in each Government Medical College of Uttarakhand) are available for Wards of Kashmiri Migrants.
• Candidates must submit:
  1. Certificate of registration as a Kashmiri Migrant, issued by the Relief Commissioner, Jammu or Uttarakhand authorities.
  2. Proof of property in Kashmir (translated to English if in another language).
  3. Proof of current residence (Aadhar, Ration Card, Voter ID, Passport, etc.).
• Uttarakhand domicile is NOT required for WKM seats.

(D) Eligibility for Defence Personnel Wards (DPW) Quota

• Only dependents of Ex-Servicemen from Uttarakhand are eligible for Defence Personnel Wards (DPW) reservation.
• Dependents of in-service defence personnel are NOT eligible for reservation.
• The certificate must be issued by a competent military authority.

(E) Special Eligibility for OBC Candidates

• The OBC certificate must be valid for three years from the date of issue.
• It must be valid until the last date of admission in the respective counselling round.
• If the certificate expires, the candidate will be considered as a General category candidate.

5. Seat Conversion Policy

• If reserved category seats remain vacant, they will be converted as follows in Round-III of counselling:
  1. Vacant sub-category seats (PwD, DPW, WKM, etc.) will be given to open candidates of the same category.
  2. If still vacant, they will be converted to General category seats.
  3. All India Quota seats reverted to State Quota will be allotted to the same category first. If vacant, they will be converted as per the government policy.

6. Candidates NOT Eligible for Uttarakhand NEET UG Counselling 2025

• Candidates who failed NEET UG 2025.
• Candidates who do not fulfill domicile requirements for State Quota seats.
• Candidates who fail to provide valid documents (Domicile, Category, PwD, etc.).
• Candidates who submit incorrect or fraudulent information in their application.

Reservation Policy

Reservation Policy for Uttarakhand NEET UG Counselling 2025

The Uttarakhand NEET UG Counselling 2025 follows a reservation policy for State Quota seats in government and private medical/dental colleges. The reservation is applicable only for Uttarakhand domicile candidates under the State Quota. No reservation applies to All India Quota seats.

1. Category-Wise Reservation for State Quota Seats

Seats in government and private colleges (under State Quota) are reserved for specific categories as per the Government of Uttarakhand’s latest guidelines. The reservation percentages are as follows:

4. Important Points for Reserved Category Candidates

• Candidates must upload valid reservation certificates (SC/ST/OBC/EWS) along with a domicile certificate issued by the Uttarakhand Government.
• OBC certificates must be valid till the last date of admission. Expired certificates will not be accepted.
