    Clearing the National Eligibility cum Entrance Test (NEET) is a big achievement for every student who dreams of becoming a doctor in India. But scoring well in the exam is just one part of the journey. After the results are announced, the next important step is NEET UG counselling, which can be confusing for many students.

    State-Wise NEET Domicile Guidelines

    1. Maharashtra NEET Domicile Rules

    The State Common Entrance Test Cell of Maharashtra classifies students into different categories based on where they studied and their parents’ residence or job details. This system helps decide eligibility for state quota medical seats.

    Primary Conditions (Types of Candidature)

    Type A: The student must have completed both Class 10 (SSC) and Class 12 (HSC) from a recognized school in Maharashtra. They should also have a valid Maharashtra domicile certificate (showing at least 10 years of residence) or a birth certificate proving they were born in Maharashtra.

    Type B: The student has passed Class 10 and 12 from Maharashtra, and at least one parent holds a Maharashtra domicile certificate.

    Type C: The student studied Class 10 and 12 in Maharashtra, and one parent works as a Central Government or Government of India employee posted in the state.

    Type D: The student completed schooling in Maharashtra, and one parent is an employee of the Maharashtra State Government or its organization.

    Type E (Border Region): Students from Maharashtra-Karnataka border areas who studied there, speak Marathi as their mother tongue, and have valid local domicile or birth proof are eligible.

    2. Uttar Pradesh (UP) NEET Domicile Rules

    The Directorate General of Medical Education and Training (DGME), UP, enforces simple yet strict domicile rules.

    Primary Conditions

    Category 1 (No Domicile Certificate Needed): Students who have completed both Class 10 and Class 12 from recognized schools in Uttar Pradesh do not need to submit a separate domicile certificate. Their schooling itself is enough proof of eligibility.

    Category 2 (Domicile Certificate Required): Students who have completed either Class 10 or Class 12 (or both) from outside Uttar Pradesh must provide a valid UP domicile certificate to be eligible under the state quota.

    Criteria for Getting UP Domicile
    To obtain a domicile certificate in Uttar Pradesh, a student must meet at least one of the following conditions:

    • The student’s parents are permanent residents of UP and have lived there for at least 3 continuous years.
    • The student’s parents are Central Government employees who are currently posted in Uttar Pradesh.
    • The student is originally from Uttar Pradesh, and their father is a genuine (bona fide) resident of the state.

    3. Bihar NEET Domicile Rules

    The Bihar Combined Entrance Competitive Examination Board (BCECEB) governs MBBS/BDS admissions in Bihar.

    Primary Conditions

    To get admission under the 85% state quota in Bihar, candidates must meet at least one of the following conditions:

    Permanent Residence: The student’s parents are permanent residents of Bihar or are officially settled refugees living in the state.

    State Government Service: The student’s parents belong to another state but are currently working as employees of the Bihar State Government.

    Central Government/PSU Posting: The student’s parents are working in the Central Government or a Public Sector Undertaking (PSU) and are posted in Bihar at present.

    Pre-Reorganisation Employees: The student’s parents were working in the Bihar Government before Jharkhand was separated from Bihar and have jobs that can be transferred between both states.

    These rules help ensure that state quota seats are given mainly to students who have a strong connection with Bihar.

    Schooling Note: Unlike UP, merely doing Class 10 and 12 in Bihar does not automatically grant domicile status unless parental residency or employment criteria are satisfied.

    4. Rajasthan NEET Domicile Rules

    The Office of the Chairman, NEET UG Medical & Dental Admission/Counselling Board manages admissions in Rajasthan.

    Primary Conditions

    Candidates must qualify under any one of the following conditions:

    Clause 1 (Native Residents): The student must be a certified permanent resident of Rajasthan.

    Clause 2 (Parental Residence & Schooling): The student’s parents should have lived in Rajasthan for at least 10 continuous years, and the student must have studied in the state from Class 8 to Class 12.

    Clause 3 (State Government Employees): The student is eligible if their parent is a current or retired employee of the Rajasthan Government with at least 3 years of service at the time of counselling.

    Clause 4 (Defense Personnel): Children of serving or retired Defense or Paramilitary personnel are eligible if they belong to Rajasthan or are posted there.

    Clause 5 (Judicial Officers): Children of judges working in the Rajasthan High Court can also apply under this category.

    Q1. Can I claim state quota seats in more than one state?

    No. Claiming domicile benefit under the 85% state quota in more than one state during the same academic year is illegal and against NEET counselling guidelines. If caught submitting dual domicile certificates, your candidature will be cancelled, and you may face legal action.

    Q2. Is a domicile certificate mandatory for All India Quota (15% AIQ) seats?
