Overview
The Stray Vacancy Round is not like the previous rounds. It is the final round, designed to fill the last few seats that remain vacant across participating medical institutes in India.
The Tentative Seat Matrix, released a day after the Verification of Joined Candidates for Round 3, is the official catalogue of these remaining seats. It is called "tentative" because it provides an initial snapshot. MCC verifies the data with colleges, and a final, confirmed seat matrix is usually released later, just before the result declaration. However, this tentative version is your first and most important look at the remaining opportunities. It lists the colleges, the courses (specialties), and the number of vacant seats available in each category (AIQ, All India Quota, State Quota, etc.).
Unlike previous rounds, there is no new choice filling. Your fate in Round 4 is determined by the choices you locked back in Round 1 and your NEET PG rank. Therefore, analyzing the tentative seat matrix allows you to gauge your chances, manage expectations, and understand which institute you might be allotted based on your pre-existing choices.

The Stray Vacancy Round has strict eligibility criteria. It is not open to all candidates. You fall into the eligible category if you meet ANY ONE of the following conditions:
- Candidates Not Allotted Any Seat in Rounds 1, 2, or 3: If you participated in the counselling but were never offered a seat, you are eligible.
- Candidates Who Resigned Their Allotted Seat in Rounds 1, 2, or 3: If you were allotted a seat but formally resigned from it through the MCC portal (and accepted the forfeiture of your security fee), you can participate.
- Candidates Who Did Not Join or Report After Allotment: If you were allotted a seat but did not report to the institute to complete the admission formalities, you are automatically considered for Round 4. However, your security fee will be forfeited.
Who is NOT Eligible?
- Candidates who have already joined and are studying in a college allotted in any of the previous rounds.
- Candidates who freshly register for counselling; only Round 1 registrants are considered.
- Candidates who withdrew from the counselling process entirely in a previous round.
Round 4 Steps
| Step | Activity | Candidate's Action |
|---|---|---|
| 1 | Verification of Joined Candidates for Round 3 | None. This is done by colleges and MCC. |
| 2 | Release of Tentative Seat Matrix (Dec 29, 2025) | Analyze the matrix to see available seats against your Round 1 choices. |
| 3 | Processing of Allotment | None. The system auto-allots seats based on Round 1 choices and rank. |
| 4 | Publication of Round 4 Result | Log in to the MCC portal to check your result and download the allotment letter if successful. |
| 5 | Payment of Security Fee & Decision Making | If allotted, you MUST pay the security fee and choose to Freeze (accept) the seat. The "Float" option is typically unavailable. |
| 6 | Reporting to the Allotted Institute | Physically report to the college with all original documents and fees to secure your admission. |

Seat Matrix Verification Explained
| Instruction Category | Key Details |
|---|---|
| Analyzing the Seat Matrix | Cross-reference the available seats in the matrix with the list of colleges you preferred in Round 1. This will give you a realistic idea of your chances. |
| No New Choices | You cannot add, remove, or rearrange your college preferences. The system will use your locked choices from Round 1. |
| Mandatory Action Post-Allotment | If you are allotted a seat, you must pay the security fee and select "Freeze" online within the very short deadline (usually 1-2 days). There is no second chance. |
| Physical Reporting is Final | Simply "Freezing" the seat online is not enough. You must physically report to the allotted institute with all original documents and pay the tuition fee to confirm your admission. |
| Consequence of Non-Action | Failure to pay the security fee and make a decision (Freeze) after allotment will lead to the automatic forfeiture of the seat and your initial security fee. |
| No Upgradation | Round 4 is the final round. The "Float" option is generally not available. You must either accept the seat or reject it, ending your counselling journey for the year. |
