    Round 1 Process

    1. Seat Matrix Publication (30th Oct 2025)

    The seat matrix is the most critical document you will analyse before choice filling.

    • What it Contains: The matrix provides a detailed, category-wise breakdown of all available MD/MS/PG Diploma and DNB seats. This includes:

    Government Colleges: Seats in institutions like Patna Medical College and Hospital (PMCH), Nalanda Medical College and Hospital (NMCH), and other government colleges.

    According to their latest update, additional seats in some of the PG Courses in SKMCH, Muzaffarpur and BMIMS, Pawapuri, Nalanda has been added in seat matrix of PGMAC-2025. Updated Seat Matrix has been uploaded on the official BCECEB website.

    • Why it Matters: Your entire choice-filling strategy will be built upon this matrix. It allows you to realistically assess your chances based on your NEET PG rank and category. 
    • Pro Tip: Create a personal shortlist of preferred colleges and courses from the matrix before the choice-filling portal opens.

    2. Online Registration & Application (31st Oct - 7th Nov 2025)

    This is your formal entry into the Bihar NEET PG counselling process. Missing this window means you are out of the race for Round 1.

    • Process:
      1. Visit the official BCECEB website: bceceboard.bihar.gov.in.
      2. Find the link for "PGMAC-2025 Registration" or "NEET PG Counselling 2025".
      3. Register using your NEET PG 2025 Roll Number and other basic details.
      4. Create a secure Login ID and Password.
      5. Fill out the application form meticulously, entering personal, academic, and category details.
      6. Upload all required documents in the specified format and size (scanned copies).
      7. Pay the required application fee online. The fee is generally non-refundable and varies for different categories.
    • Crucial Check: Double-check every detail entered before final submission. Any differences between your application and original documents can lead to disqualification during verification.

    3. Choice Filling & Locking (Until 7th Nov 2025)

    This is the most strategic phase of the counselling. The choices you make and the order you place them in directly determine the seat you are allotted.

    • What is Choice Filling? After logging into the counselling portal, you will see a list of all available courses and colleges from the seat matrix. You must list your preferences in descending order of priority - your dream college/course at the top, followed by safer options.
    • What matters most- Fill as many choices as possible. Even if you are only interested in a few top choices, adding all preferences maximizes your chances of securing at least a seat. The system will allot you the highest-preference seat available based on your rank.
    • Choice Locking: The Non-Negotiable Step: Merely saving your choices is not enough. You must click the "Lock Choices" button before the deadline (6th Nov, 11:59 PM). Once locked, choices cannot be changed. An unlocked choice list will be considered invalid, and you will not be considered for allotment in this round. 

    Pro tip: Always take a screenshot of the confirmation page after locking.

    Important - Read This: Private College Fee Structure

    The BCECEB explicitly advises candidates to confirm the fee structure of private colleges before registration and choice filling. Private medical colleges can have significantly higher tuition and other fees than government institutions.

    • Action Point: Visit the official websites of the private colleges you are interested in and check their official fee structure for PG courses for the 2025 academic session. Make sure to factor this into your choice-filling strategy to avoid financial issues after allotment.

    4. Merit List & Seat Allotment (10th - 13th Nov 2025)

    • Merit List (10th Nov): BCECEB will publish a state merit list based on your NEET PG 2025 All India Rank (AIR). This list will include your specific rank for the Bihar state counselling.
    • Seat Allotment (13th Nov): The seat allotment result will be declared based on your merit rank, category, and the choices you filled and locked. You can log in to the portal to check your allotment status.

    5. Post-Allotment Steps: Securing Your Seat

    Getting allotted a seat is only the beginning. You must formally accept it to make it yours.

    • Download Allotment Order (13th - 17th Nov): This is a crucial document. Download and print multiple copies of your seat allotment letter.
    • Reporting & Document Verification (15th - 17th Nov): This is a mandatory, in-person process. You must physically report to the designated nodal center (mentioned in the allotment letter) with all your original documents and their photocopies for verification.
      • Documents typically required: NEET PG 2025 Admit Card & Scorecard, MBBS Degree & Internship Completion Certificate, Bihar Domicile Certificate, Category Certificate (if applicable), Photo ID, and the allotment letter.
    • Pay the Fees: At the time of reporting, you will be required to pay the first year's tuition fee and other charges to confirm your admission.

    Failure to report for document verification within the stipulated dates will result in the cancellation of your allotted seat. You will also lose any security deposit and become ineligible for subsequent rounds.
